The West Virginia Turnkey Solution/Phase 9 Project, funded by a U.S. Department of Education Technology Innovation Challenge Grant, provided technology training to K-12 teachers and supported the development of interdisciplinary, standards- and Web-based lessons. Rockman et al conducted the summative evaluation of Phase 9, looking at the impact of the training on: classroom practice, leadership development among teachers, school culture, and student achievement. The evaluation team identified a series of indicators that signaled effective technology integration and incorporation of constructivist practices, and, using regression models and analyses, looked at correlations between project training, levels of involvement, leadership roles, and site-based change, and between project participation and student achievement. An impact study using hierarchical linear modeling examined the impact of teachers’ participation in the project on students’ achievement on standardized tests. Validity and reliability of survey instruments was established through reviews by project developers to determine face validity, adaptation of previously validated items, and repeated tests for internal consistency.
